Balance & reserves

The City balanced its FY 2026/27 General Fund budget within its ongoing resources, without drawing on its Budget Uncertainty Reserve.

Fremont adopts a budget each year. This page covers FY 2026/27.

Reserves, FY 2026/27

  • Contingency Reserve

For emergencies such as natural disasters and severe unforeseen events, and as backup cash for the City’s risk-management fund.

  • Budget Uncertainty Reserve

To cover revenue shortfalls in an economic downturn, and unexpected cost increases such as higher pension contributions.

The Budget Uncertainty Reserve

In FY 2024/25 the City used of the reserve to cover a one-time revenue shortfall, which it attributes to the State's sales-tax recovery: the State took back about of FY 2022/23 overpayments. The reserve holds now, and the adopted budget adds nothing to it.

What the budget assumes

  • A placeholder salary adjustment, while the City negotiates with its employee groups.
  • of Citywide Savings: spending it expects to go unused, mostly from vacant positions.
  • A Contingency Reserve at of budgeted expenditures and transfers out.
  • No new money for the Budget Uncertainty Reserve.
  • No restoration of of ongoing maintenance support, or of of ongoing personnel, supplies and services reductions, both made in FY 2025/26.

What the City's forecast shows

The City projects its reserves and its unreserved balance two years past the adopted budget. This is its forecast, not an adopted budget, and it assumes the placeholder salary adjustment again in each forecast year.
